SAs-3: From Mutual Learning to Collective Action: Enabling a Breakthrough for Dignified and Self – Reliant Local Development

The PAMS project was designed to support a farmers' group through a local NGO in implementing strategies for sustainable land and water management and identifying non-farm income generating activities. It further supported the farmers in their resistence against paying bribes to the local government in order to access sanctioned funds.
Thus the PAMS project is a critical link between locally formulated development and government controlled development, demanding good practices, transparency and accountability in government procedures. It promoted a rights-based approach to development, and enabled the community as well as the NGO to carry on action-oriented work and to face systemic pressures.
