The Swiss Network for International Studies (SNIS) supports academic conferences organised by Swiss Universities and taking place in Switzerland, on a subject related to International Studies (two conferences annually; total annual amount allocated: CHF 50,000)
Submitted applications can deal with a wide range of academic disciplines, such as political science, economics, sociology, social and cultural anthropology, law, history, geography, environmental sciences, and related areas. Conferences must have an interdisciplinary approach. The organisation of conferences with partnerships between Swiss universities will be considered as an asset, and co-financing is strongly encouraged. Complete applications (including a detailed description and a budget) must be sent to the SNIS Secretariat by the 1st June of each year.

The BioAndes Programme (supported by SDC and backstopped by CDE), together with the NCCR North-South, are organizing one of the working sessions of the 11th International Congress of Ethnobiology (Cusco, Peru, from June 25 to 30, 2008). The session “Knowledge Dialogue for the Enhancement of Biocultural Diversity” will explore experiences, approaches and methodologies for building bridges between the knowledge systems, epistemologies and ontologies represented by scientists, policy makers and members of the civil society. We invite scholars, practitioners, representatives of indigenous people and local communities and members of local, regional and national governments alike to share their experience on the session theme. A one day field visit to the municipal district of Pitumarca will enable congress participants to get a feeling of the rich Andean biocultural heritage. Innovative conceptual framework of TPP 'Social Vulnerability and Resilience' is published |

The TPP working on Social Vulnerability and Resilience has published their innovative conceptual framework. It combines three approaches used for investigating health care access that are focussing either on health seeking, health services, or livelihoods. By allowing to link social science, public health research and poverty alleviation it contributes at the same time to the formulation of the scientific foundations of research for sustainable development.

Sabin Bieri (TPM Gender and Development) would particularly like to draw your attention to the development-related issues on care which will be pre-eminent in the contributions by Shahra Razavi (UNRISD; March 11), Rhacel Salazar Parrenas (UC Davies, April 29)and Barbara Duden.
Shahra Razavi initiated a comparative study on time use and the issue of care in developing countries. Rhacel Salazar Parrenas conducts research on what has come to be known as “care chains” connecting the Global South to the Global North in an economic and emotional bind. In the restrospect on her 1983 classic “work for love – love as work”, Barbara Duden will analyse the shifted meaning of care work provided by “housewives” within today’s economy.

NCCR North-South synthesis project has started |

In October 2007, the Transversal Package sent out a Call for Contributions to the NCCR North-South synthesis project. Based on the pre-proposals submitted, the TP Core Group members – in their role as theme coordinators for parts of the planned synthesis book – have produced an integrative compilation in which most pre-proposals could be accommodated. Furthermore, the Core Group proposed that additional themes could be proposed that should capitalize on the WPs and the TPPs and TPMs. As a next step, authors will produce drafts for submission to the MC at the end of February 2008. In regard to the JACS, each will elaborate one overview and three thematic synthesis themes. All drafts will be discussed and further processed during the North-South Week 2008 in March and the International Conference on Research for Development (ICRD 2008) from 2 - 4 July 2008 in Bern, Switzerland.

The Board of Directors has the responsibility of electing two ombudspersons who are at the service of all NCCR North-South staff members. The ombudspersons (OPs) are a confidential resource available to all NCCR North-South team members. They are considered a neutral instance that helps ensure equity, fair processes, and compliance with the programme's policies and procedures. The OPs act as receivers of complaints for persons who believe they have been treated unfairly. They engage in coaching to help resolve difficult situations independently, and serve as mediators who assist people in conflicts to achieve a fair resolution.

The results of this study are now published as an NCCR North-South dialogue under the following title: “Should I buy a cow or a TV?” Reflections on the conceptual framework of the NCCR North-South based on a comparative study of international labour migration in Mexico, India and Kyrgyzstan.

The emergence and meaning of "traditional" forest use regulations - new publication from Pakistan |

Community-based forest use regulations are often characterized as traditional and based on egalitarian principles. Taking North-West Pakistan as example, IP6 launched a study to analyse in detail the historical emergence of the norms that govern local people's use of forests, and their relation to actual practice. The findings by Dr. Sultan-i-Rome highlight that many of these norms emerged as a reaction to claims by the colonial power or the post-colonial nation state. They also use selective references to earlier "traditions" to legitimize claims of more influential local people. Actual forest use practices are justified partly by these "traditional" norms, but are increasingly challenged by those local people that are "traditionally" excluded from use-rights.

New publication on 'Social Governance of Biodiversity in Bolivia and Latin America' |

What is the impact of protected areas on local livelihoods in Bolivia, and how can the conflicts arising from the classical dichotomy between conservation and resource use be transformed through transdisciplinary action research? A new book on “Social Governance of Biodiversity in Bolivia and Latin America” shows how the presentation of first findings of research and mitigation actions conducted in Tunari Park have contributed to shape space for societal learning processes, allowing to transform conflict-ridden interaction into deliberative communicative action. This publication is the result of a joint research project and related PAMS project carried out under the lead of the Agroecology Programme of the University of Cochabamba (AGRUCO) with the support of IP1, IP2, IP8 and the JACS South America.

The Centre of West African Studies, University of Birmingham (Great Britain) announces its third annual resident fellows' programme and workshop built around a current theme in African Studies. Two to three fellows will be appointed to participate in two-month schedule of seminars and discussion groups, culminating in an Interdisciplinary Conference in May 2006. One aim of the fellowship scheme is to assist new scholars to develop a research paper and bring it to publication, and it is expected that the conference papers will form the basis of an edited book or a special issue of a journal. Fellowships will cover return air-fare, accommodation and living costs for a period of up to ten weeks. The deadline for applications for fellowships is 1 December 2005.

Workshop IP 7 / KOFF swisspeace: “Land conflicts as a challenge for development cooperation |

On Friday, August 19, a half-day workshop on land conflicts and possible avenues for conflict transformation by development cooperation actors took place at IP 7, swisspeace. The workshop addressed researchers as well as NGO and GO representatives working with land conflicts.
Irina Wenk (PhD-candidate, NCCR N-S) presented her case study on land titling as means for addressing land conflicts and tenure in Mindanao (Southern Philippines), and outlined basic principles for a conflict sensitive approach to land titling.
Sabrina Beeler (PhD-candidate, Institute of Social Anthropology Zurich) sat forth a study based on research done in cooperation with Helvetas Mali on relations between farmers and herders in the Northwest of Mali and traced possible conflict transformation strategies for development actors.
Tobias Hagmann gave a critical review of approaches concerning the link between conflict & land management as conceptualised and practised in development cooperation.

Dr. C Hoyos will present findings of her research "Resource use in the conflict area of the Parque Nacional Natural Tinigua, Colombia - a conflict analysis in the context of the peace process (1999 - 2002).
Dr. Hoyos has received her PhD from the Institute of Geography, Humboldt University, Berlin on conflict management and the peace process in Colombia. She has been actively participating in the peace negotiations. She has also been advisor to Colombian Environmental Ministers in international negotiations.

Multi-agent systems and natural resource management |

Cherryl André de la Porte participated from 4-15 April in a course on Multi-agent systems and natural resource management, given by the CIRAD research centre (TERA- UPR Green) in Montpellier, France. This will enable her to build a model that she will use for her PhD to simulate the interactions between users and the water resource in her municipality of study in Mexico.

Autodidactic Learning for Sustainability (ALS) workshop : Methodology in the domain of HIV/AIDS |

A workshop on ALS will be held in “Yamoussoukro”, Yopougon (Abidjan, Côte d’Ivoire) from the 24th to the 29th of January 2005. ALS is a methodology based on Participatory Rural Appraisal developed by the Centre for Development and Environment (CDE) of the University of Berne.
In Likii (Kenya) the ALS methodology was used during the first workshop (April 2003) to determine its applicability in the domain of HIV/AIDS. The second workshop (October 2004) was to validate the methodology and to develop guidelines for future workshops.
The upcoming workshop is organised by the resource team from NCCR JACS West Africa (Swiss Centre for Scientific Research) in order to test the ALS methodology and the guidelines in West Africa region.

This new publication of KFPE (The Swiss Commission for Research Partnership with Developing Countries – www.kfpe.ch) is based on analyses of a number of case studies encompassing a wide variety of research partnerships between the North and the South, discussions held during the various workshops of the «Impact Assessment Working Group» , and the conclusions derived. The book focuses on potential impacts of such research partnerships – impacts beyond the scientific advance, namely 'attitudinal changes', impacts on capacity strengthening, and impacts on society or on decision-makers.
The ordinary price is CHF 20 for orders from Switzerland or USD 20 for orders from abroad. The publication is free of charge for institutions in developing and transition countries.

IP 7 invites you to take a closer look at the human security concept!
How can we reconcile the wide range of threats to human beings emanating from natural hazards, epidemic diseases, the proliferation of small arms and light weapons, or from military aggression, etc. with a nation’s security policy? With the release of an annotated bibliography on human security, IP 7 would like to draw the NCCR scientific community’s attention to the evolving human security debate. In the context of NCCR North-South’s work, human security has significant value as a holistic analytical tool and policy instrument that is capable of integrating different core problems and disciplinary approaches.

The impartiality of the actors involved is at stake. Illicit product networks play an important role in the redistribution of commercial income. Strategies that weaken the role of the state should be reversed.

Congratulations to Alexandre Repetti !
This year's City of Lausanne Award (research and innovation) goes to Alexandre Repetti, for his significant contribution to the management of mid-sized cities and for his support in the North-South field.
Alexandre Repetti carried out his research at the Swiss Federal Institute of Technology Lausanne (EPFL), in collaboration between the Hydrology and Land Management Laboratory (HYDRAM) and the National Center of Competences North-South (NCCR-NS IP5).
The Mayor of Lausanne will present the award (CHF 6,000) to him on November 19, during the EPFL Research Day, in Lausanne.

Vulnerability and human security group : invitation and call for presentation (IP8) |

In the name of the "vulnerability group", IP8 has the pleasure to invite NCCR-NS members to actively participate and contribute to a workshop focused on tools and methods to assess "vulnerability" and "capacity" in the field, especially (but not exclusively) in an urban setting.
This workshop would constitute on of the steps to develop a methodology of vulnerability analysis which is strongly needed within the NCCR, for research and mitigation purposes.
Contributions under the form of oral presentations, active participation, documents, ideas, etc. are welcome.
The workshop will take place the 25th of November 10:30 - 14:00, at iuéd, Geneva.

This year's Swiss Transdisciplinarity Award goes to a team of the Swiss Tropical Institute, Basle (CH) - for the excellent transdisciplinary research project on the health of nomads and cattle in the Chad. Thereby, special commendations were given to the mitigation-oriented approach.
The award (CHF 50,000 ) is funded by the Gebert Rüf Foundation and granted by Transdisciplinarity-Net (td-net). The awards show will be held on November 12, 2004 during the symposium on "Medizin als Kultur/ Wissenschaft, in Zurich.

START, through funding from the United States Climate Change Science Project (Global Change Research Program), is pleased to announce the attached Call for Proposals. Proposals are being solicited from scientists based at African institutions for research projects related to:
1) Climate Variability and Climate Change in Africa
2) Impacts/Adaptations/Vulnerability to Global Change
3) Land Use and Ecosystem Change
4) Bio-geochemical Fluxes, and
5) Biodiversity.
Proposals must fall within the research frameworks of START's sponsoring programs (IHDP, IGBP, and WCRP). Proposals should also address the joint research issues of the Earth System Science Partnership: Water Systems, the Global Carbon Cycle, and Global Change and Food Security.
International collaboration is encouraged. Proposals will be accepted until 17 December 2004 as per the attached instructions. This information is also available through the START website or via the link below.

Metis knowledge. Analysis of the Traditional Knowledge Policy in Peru
This research analyses the institutionalization process of traditional knowledge (TK) at a global level. The study of the Peruvian law for TK protection (production, application) is used to understand the ideological dimension of a concept, especially its strategic potential for action.

Silvia Hostettler won a best poster award at the PhD poster exhibition 2004 organised by the Swiss Federal Institute of Technology Lausanne (EPFL). Her poster Land use changes and transnational migration in western Mexico was ranked 5th among 78. She had the opportunity to present her research to the Research Commission of the School for Architecture, Civil and Environmental Engineering of the EPFL and fellow PhD students on 30 June 2004

From Knowledge to Management - Balancing Resource Extraction, Protection and Experiences.
ISSRM 2005 will focus on the social and cultural dimensions of natural resource issues and their importance to natural resource decision makers and managers. The symposium will provide an opportunity for social scientists from around the world to present research relevant to natural resource use. Because of the applied nature of the research, we also encourage those from resource management agencies and responsible for natural resources to attend. ISSRM is the official meeting of the International Association for Society and Natural Resources.
The program includes four days of plenary sessions including plenary speakers, paper presentations, and posters as well as in-conference field trips to some of Sweden's most visited tourist attractions, museums, forest sites, protected areas, hunting areas etc. The symposium language is English. There will be awards for the best posters and student papers.

Internal Mid-Term Strategic Review: Synthesis Report 2004 - Now Available! |

Between January and April 2004, the NCCR North-South carried out a mid-term, internal strategic review, with a view to guiding the development of Phase 2 of the programme. Mutual understanding of problems and opportunities was enhanced among all involved, and many additional ideas for collaboration emerged from the process. The final documentation encompasses 20 reports and over 600 pages of text. The Synthesis Report containing the main findings of the 20 reports is now accessible to all interested persons.

PAMS EL SALVADOR: THIRD BREAK DANCE BATTLE IN SAN SALVADOR |

This past Saturday, June 26th 2004, took place the Third Break Dance Battle at La Luna, Casa y Arte in San Salvador. This activity is part of the PAMS project “Art Shield: Mitigating Gang Violence with Youth Culture in a Transnational Framework”, implemented by Homies Unidos-El Salvador. Several groups from different municipalities within San Salvador Metropolitan Area participated in the dance contest while more than fifty other young men and women were in the audience. There was also a presentation of the rap group being formed as part of the project (photos : Photo1; photo 2).

The “Circo Volador (Flying Circus): Youth and Popular Culture in Mexico City” has been selected as one of the 40 shortlisted Best Practices. The Technical Advisory Committee met in Dubai from 13 – 17 June 2004 and evaluated a total of 700 practices. Out of these, 107 were deemed Best Practices, 402 Good Practices, 45 Promising Practices, and 95 Non Qualifiers.

Cherryl André de la Porte and Silvia Hostettler attended IP8/IUED’s colloquium on the project “Institutional dimensions of biodiversity in Madagascar”, on June 21 in Geneva. The presentations, focused mainly on the issue of deforestation in and around protected areas, highlighted the gap between official public policies and their effective implementation, as well as the links with social practices.

A NCCR internal workshop took place at AIT in Bangkok March 8th - 10th, aiming at mapping ongoing activities within JACS SEA and at defining potential fields of collaboration in the region. Approximately 40 members of NCCR North-South representing 7 IPs and 7 JACS participated at the workshop. In the framework of CapSud 2004, an event organized on the campus site by the EPFL students' association Ingénieurs du Monde, from 15-19 March 2004 on the theme Habitat in the South, Adriana Rabinovich held the conference: "Droit au logement: le défi de l'innovation à Cuba". In addition, IP5 presented 3 posters:

Interfase urbano-rural en Ecuador: Hacia un desarrollo territorial integrado |

Jean-Claude Bolay, Adriana Rabinovich and Cherryl André de la Porte are in Quito, Ecuador (JACS South America) during the last week of April to finalise the action-research project “Interfase urbano-rural en Ecuador: Hacia un desarrollo territorial integrado”, initiated in 2001. This project, financed by the FNS and DDC, was led in collaboration with the Ecuadorian research centre CIUDAD. Its two-fold objective was to 1) analyse the endogenous and exogenous driving forces at play between medium-sized cities and their rural hinterlands to promote a sustainable regional development and; 2) implement or reinforce processes of local participative management (type Local Agenda 21). The selected case studies – Naranjal, Cayambe and Puyo – were representative of the geographical regions of the country (coast, mountains and Amazonian forest).

The Dare to Share Fair - a success not only for the CDE and the NCCR N-S! |

The CDE and the NCCR North-South presented at the Dare To Share Fair (30/ 31 March, 2004) a market stand titled “transdisciplinary learning”. Four learning tools have been presented: a moderation kit used by researchers in order to visualise complex situations; the sensitivity analyse, used to assess the dynamics of systems; WOCAT questionnaires for the assessment soil and water conservation techniques and approaches; and the planning game “optimising household strategies” addressed at participants of ALS training workshops.
During the Dare To Share Fair and the conference “Learning across borders” the CDE / NCCR stand was visited by numerous interested persons from different organisations asking questions and exchanging experiences.

The IP8/JACS South America workshop « Social movements and citizenship: theoretical and methodological frameworks » will take place in Cochabamba, Bolivia, May 5-7 2004 and will be held in Spanish.
This workshop aims to gather the researchers working specifically on social movements and citizenship in Latin America.
The participants will discuss methodological and theoretical frameworks used to analyse contemporary social movements and citizenship in Latin America. They will examine how social actors integrate the theoretical frameworks and establish methodologies which facilitate comparative analysis.

The “First Festival of Urban Youth Culture in Mexico City”: a great success! |

The “First Festival of Urban Youth Culture in Mexico City” named “Youth Cult” took place in the “Circovolador-Flying Circus” with the support of the NCCR North-South (PAMS ACC-10) in February 25-29, 2004.
Every day, 600 young people participated in the Festival, coming from the universities, neighbouring areas of the “Flying Circus” and the metropolitan zone of Mexico city. Also a “Competition for Young Artists” was organized during the Festival. For each discipline, three participants were awarded with recognitions in cash. A total of 1,149 young people participated in this competition, which by far exceeded the expectations of the organizers.

FLASCO Dominican Republic co-organizes with IP5 on 6 -7 February 2004 a workshop intituled “Globalisation and urban intermediation in the Caribbean”. 15 experts from Switzerland, Germany and the Caribbean will participate at this meeting. Haroldo Dilla is responsible for this event. Jean- Claude Bolay and Adriana Rabinovich, Carlos Pleyan, Sobeida De Jesus from IP5, are presenting papers. The results of this workshop will be published in a book.

Dare to Share Fair |

SDC is organizing a "Dare to Share Fair" in its premises at Ausserholligen / Berne on March 30-31, 2004. Around 200-300 people from SDC and SDC partner organisations in the South, the East and the North will share the ways they learn from experience. The NCCR N-S is participating in this Dare to Share Fare!
At a Conference on "Learning across borders" at the Hotel Allegro in Berne on April 2, 2004, participants of the Fair and representatives from organizations involved in international cooperation will discuss, together with participants from the private sector and a generally interested public, what learning and sharing knowledge across cultural and organizational borders means.

Institutional strengthening in a border-city (Haiti/Dominican Republic)
This PAMS is implemented by FLACSO in the Dominican Republic. During her PhD fieldwork in Dajabón and Ouanaminthe, Lena Poschet from IP5 participated on the 27th and 28. September at one of the seven planned training courses that constitute the PAMS. The training course brings together participants from organizations from both sides of the border and includes about 25 % women. The excellent presentations on institutional issues in the borderlands was followed by lively discussions that showed the high degree of concern and involvement of the participants. The course will end in December with the elaboration of development projects that have a trans-border perspective.

Participation of IP5 in the organisation of a training course in West Africa |

The course « Approches participatives et nouvelles technologies de l'information et de la communication (NTIC) appliquées à la gestion urbaine » took place from 27.10 to 7.11 2003 in Thiès, Senegal.
Yves Pedrazzini, Lena Poschet and Alexandre Repetti from IP5 were involved in the organization and teaching of this course, which was co organised with EIER-ESTHER/CEFOC of Ouagadougou, Burkina Faso (JACS West Africa) and ENDA RUP, Senegal. During this two-week course, 15 participants (mostly urban planning professionals) from 9 West African countries -including Mauritania, Ivory Coast and Burkina Faso (operational countries of IP4) - worked with GIS diagnostic methods and experienced a participative approach to urban management projects.

JACS ACC-IP5 : workshop in Cuba |

From November 1st to 5th, Adriana Rabinovich, scientific coordinator of IP5 will participate in Santa Clara, Cuba, in a workshop with professors and researchers of the Facultad Central de Las Villas (UCLV), as well as local stakeholders involved in urban habitat issues (national and public authorities, local population).
This workshop is held in the framework of the transdisciplinary research project “Management for a sustainable conservation of habitat and mitigation of natural disasters in Cuba”, led by the UCLV in partnership with the LaSUR/IP5 NCCR N-S, as well as the Swiss Agency for Development and Cooperation (SDC) in La Havana.
The main objective of the workshop is to disseminate final results of the project, with the aim to implement innovative and participative methods of local urban habitat management. This meeting is also to prepare the following cooperation activities of LaSUR/IP5 NCCR N-S in partnership with UCLV, which will concretise as a new project financially supported by the SDC Havana.

Conference on the “Sustainable management of habitat and natural disasters. The Cuban experience |

On June 3rd 2003, a public conference was held (in French and Spanish) at the Swiss Institute of Technology, Lausanne (EPFL), on the theme: “Sustainable management of habitat and natural disasters. The Cuban experience.”
The conference was organised by IP5 / Laboratoire de Sociologie Urbaine (LaSUR/ EPFL), in partnership with the Facultad de Construcciones of the Universidad Central “Marta Abreu” de Las Villas of Santa Clara, Cuba, as well as the Swiss Agency for Development and Cooperation (SDC) and the NCCR North-South.
The conference’s objectives were presented in the magazine FLASH EPFL of 18 June 2003.

The last annual regional workshop of IP5 took place in Mexico City in November
2002. It gathered IP5 researchers, the staff of the Regional JACS Coordination
Office for Central America and Caribbean and several external speakers. The
overall theme of the workshop was "Social impact of urban syndromes in Central
America and the Caribbean. Based on the workshop proceedings, IP5 continues to
reflect on: 1) The state of current research activities; 2) Common concepts; 3)
Transversal themes and links to syndrome research; 4) Action research and PAMS
and; 5) Outlook and open questions. It should be noted that this is a "work in
progress-document".

The MC has produced a CD-Rom with documents of the NCCR North-South, normally available on the intranet. This CD Rom is addressed to NCCR North-South team members who have only limited access to intranet services. The selection corresponds to the user rights of a PhD student, i.e. a member of the NCCR team. This CD-Rom will be mailed to all JACS secretariats, where NCCR team members should be granted full access to the documents.
