Governance makes the difference
As a result of waves of economic and political adjustment, states all over the world have ceded power and competence over many issues. To fill the ensuing void and in response to international demand, new actors have emerged. This situation can be termed "multi-level governance". Convinced that this is a key factor in the relationship between societies and their environment, researchers in JACS South America are investigating this phenomenon.
